It actually is an expansion. Likewise, it's been confirmed that it won't activate without the base game. Some of the older expansion listings on Steam are a bit wonky in how they're presented, like that- though in this case, the phrasing suggests that they may have intentionally released it like this because they originally intended to make it compatible with additional Spore games, but ended up never releasing any.
