Steam API doesn't allow Steamgifts to check for owned DLC. It's a general issue with the API. That's why there are groups like "I know what a DLC is!" where people make sure to verify.
It is also an issue when you want to check if people own the dlc if they are the winner. Only way to check is have them as a friend and then try to gift buy. Then in the list where you select the person to gift to, you will get a warning they already own it if it is the case.
Then here is maybe a third.
A game that has been discounted 85% or more has the chance of being registered as reduced value (if it is not the case already) because of regional price differences.
Normally the trigger point is about 95% discount, however the baseline is US pricing so if you buy it 85% off in Brazil and would calculate it over, it could still be close to the 95%. Which will be on the discretion of the mod(s) updating the reduced/no value lists.
Which takes months in most cases to be adjusted, only when there is something system breaking there will be a relative fast correction.
In the past the site was flooded with certain Ga, that people where exploiting with CG himself even did it I think.

Pricing bugged/reset because of the game's name change in store. But the gibs are NCV as these DLC were given away free before.

Was surprised i could enter and assumed there were a few dlc's i missed, but steam seems to have relisted them or something so SG allows me to enter.
