Looks like something is wrong with Steamgifts showing games already owned! Seems like I own this DLC already, so you can continue re-rolling, maybe one day you will hit someone who is eligible to claim it. Sorry for the trouble!
There's nothing wrong with Steamgifts. It's an known issue with the Steam API incorrectly reporting (if at all) DLC ownership. You could have checked the product manually before joining or use e.g. the Steam Web Integration script to have a checkmark shown besides the game link if you already own a product to be aware not to join the giveaway.
