It launched as an Xbox exclusive, I think digital-only too... It really hurt its popularity.
It is a sequel of an old 90s game that was relatively successful, tho.

Hello Zankman. I wanted to take a minute and mention that all the public GAs I've seen for this were region locked to Russia, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. I just wanted to make sure that this wasn't a region locked game. If it is region locked please delete the GA and create it with the region lock tags that are provided for you on SG.
If there are no region locks then that's awesome :)

This looks great! Entered and I'm in the US.
But....
Hopefully you get FateOfOne reply above and check if it is region locked. A mod wouldnt make a post unless it was a repeated problem.
Also steamdb (not always correct) has issues with Steam gifting.

Region restrictions and gifting are set by the publisher. Keeps people from getting cheaper games from a friend in another country.
On top of that, I believe Steam wont let a gift be sent if the price of the receiver is more than 15%.

I have Steam friends in several countries, I test gift (without finishing the order) to see if Steam blocks the gift.

You may want to just try to gift it to a friend on Steam that's in the USA and see if you can send it without actually purchasing it. Then you'll know ahead of time and can cancel the GA if not.

Exactly, if you can past the gift note screen and make it to the "click here" to agree to the terms of agreement before they charge, then that country is good for gifting the game. Steam wont let you get to the terms of agreement page if youre not allowed to gift that country (at least they have blocked me on a couple games so far).
Interestingly, I am able to gift this game to my EU Steam friends and im in the US.
EU is +10.61% higher cost today than USA.
I need to pick up a Steam friend in Isreal as they seem to always have to pay the most.

Well, then it will likely be fine. I assumed that reaching that page meant it was fine, but I suppose it's not explicitly stated anywhere...

Yup! Obviously, it's just an opinion and I usually wouldn't be so harsh about it, but... Yes. :D
The series has always had meh/boring/frustrating gameplay in my taste, with the more recent iterations failing to do any improvements in my taste. I honestly think that basically "any" other fighting game is better.
X and 11 have absolutely ugly visuals. The graphics and animations are top-notch - but the color palette, the art direction, the character models, the general aesthetic... Ugh, very ugly.

It's really hard to grasp for me how could someone say MK is boring, yet other fighters aren't. I could understand if you'd say that the story is boring. Sure, I don't even know if there's a story but that fine as I don't see fighting games as a genre for stories. I could see someone saying that it's boring 'cause they don't like fighters and will say that all those games are boring - fair enough.
So what do you look for in a fighting game to not make it boring?
And I'm not gonna talk about visuals. I run MKX on lower than lowest settings and it still barely works on my potato. I don't even know how it looks when it's not a laggy pixelated mess. And it's still very muh a personal prefernece thing...

Obviously it's all personal preference. The MK series has never had satisfying gameplay for me. It's just not fun. I can pick pretty much any other fighting game and the core gameplay mechanics are far more enjoyable. MK is just far too stilted, rigid, robotic...
