This is a dlc of the game, I'm not sure what it is, but it would have to be one. You need to be level 1 (one) on steam to activate it, GL and enjoy :)
For some reason i can't join, even i have the base game, but even steamgifts.com says "! Missing Base Game"

Base game is banned therefore it is excluded from the API so "no one" can enter into this GA.

That's wrong. Anyone (who own the base game in this case) can activate it. Steam level does not matter.
