I have bought both retail versions of L4D in Germany (also low violence) and had no problem with activation and use in Poland.

My apologies but I can't tell if it is multi-language. I just got the game from a trade and noticed a bit later about the DE on it so I can't tell if it is.

It's German language only: "Low Violence: German low violence version only available with German language" (source: German Steam Store, Fallout 3 - Game of the Year page).

Sucks. Still, Steam Support should be nice enough to change your version to the international one if you ask them nicely. (As long as you're not from Germany)
