I find this sort of whitelisting to be an interesting choice. I might do just that, in very specific circumstances. I already am at least temporarily WLing folks who leave a thoughtful comment on my giveaways.
I don't understand your reason for WLing the winner if they redeem the game in the first two days. Has it been an issue in the past, people not redeeming their wins?
He say that because some winner wait 5-6 days before redeeming the game, so still in the 1 week long limit, but that pretty long to wait the winner to claim his game, even more when the winner is online ...
I see. I thought so. I have had a few instances like that too, but it has been rare. Probably just 2-3 times so far. I usually send a message on steam or email them in this case. But it has never been a big enough issue for me to WL or BL anyone. Maybe I have just been lucky, as I have never had to wait more than a week.
