Is it the desire to play god? Have uttter control over the lives of thousands if not millions of digital people?

Everyone has their own reason, it could be any of the above or a combination of several.
At the end of the day, don't most of us play games because we want to experience a version of reality where we are more in control of things and our actions wont negatively effect our real lives? There's nothing wrong with that.

It's so that you can announce here and there, that city management can be done better. Current mayor of your city is a lazy bum, you would do it better, you have experience from vidya games.

To be able to build "perfect" cities that are optimally laid out to bring the greatest possible happiness and wellbeing to their citizens. These games have satisfying strategy/puzzle gameplay and a sense of progress and accomplishment as the city starts to thrive.
A sort of escapism, like a political simulation, on how the world could be ran a better way.

I like this answer, wouldn't mind being a digital citizen in one of your cities. Unless of course the RNG gods decide the player's doing too good so it's time for a little natural disaster.
