The region lock is from and not to. SG's regions work on a "region lock to"-basis.
If a game is locked to Russia/CIS then you can exclude all other regions, but afaik there's no way to exclude just one region or some countries.

Anyways, this is a false positive from Humble Bundle. It was brought to my attention during my last giveaway for Ryse.
There's no ROW package restricted for RU/CIS. Look at the tab "Packages".
