Bots are blacklisted because they do not need games. As for non readers, if you do not bother to read the instructions, you deserve whatever misfortune you get.
Some people use bots and/or scripts in order to enter giveaways and give thanks automatically. One reason for this is to enter certain giveaways instantly, while others do so to at least seem grateful as well as boosting their comment count. While people don't care, others find it annoying to see all the spam comments. That is why I block all users that only says thanks. Only those that actually win something have anything to be thankful for.
It does cut down on bots and people who lack reading comprehension. I sometimes do this.
