Full Value is just noted as whatever is "Full CV" and has the adequate number of reviews and review score. You can tell if you press the magnifying glass on the game: https://www.steamgifts.com/game/9kqqY/nocturnal or if there are any asterisks when you try to create the giveaway.

Even on games i've commented on saying "this may be reduced CV", unless the Steam Gifts moderator actually marks it as Reduced CV, it's still considered "Full Value" in the group.

Hi ithamore, just wanted to let you know to take a look at the new rules for the group here. This is just a warning for you to change the giveaways that you make in the future. Games that you get for free from Dell.com with "free" DRP is not a satisfactory giveaway for this group. I am not asking for any action as of this point but I do hope the next giveaway you make is less "requirement" focused and more from the joy of giving. If you can't see yourself having any full CV games you'd like to give, this group may not be for you.
