region restricted DLC. Only available in North America. The game is named Battle vs Chess in the rest of the world.

It should be possible to activate everywhere. You end up having Battle vs Chess DLC but all are aware it is same game and it is not against the rules.

The base game has a different Steam AppID. So you can't enter for the dlc unless you own the game in a supported region or managed to get a key and activate it outside of those regions. Further the DLC for Check vs. Mate have different AppIDs to those for Battle vs Chess. If you check the game's discussions page on Steam, there are some legit issues with the DLC and cross activation.

I don’t know the theory, only practice. I won separately base game and floating islands DLC here. I activated both outside US and everything works fine (all 9 other copies of DLC were marked as received too). In my opinion if it is all about crossing problems there is no reason for regional restrictions since people outside US still can benefit from it.
