I could only read the one point that was in English, from the looks of it this seems like an anti-scam guide, which would be really good for everyone to see on steam. But we need a full English version.

They do. I once did that in all 5 of a single person and got banned for 10 days (2 days infaction x 5 infractions).
So yeah, you might want to delete that and report the user if the gifts are still not given when the 7 day period passes.
