No cv = 0 points to try to win. User is trying to take a vantage of a free game to get level 1. Also they are adding OLD games that were free new, not new ones.

You are wrong. The point system have nothing to do with CV. Points is the dollar value from steam store. This game is 0 CV because its free. So when you create giveaway there will be two asterix which means "** No value towards your contributor level."
They are adding OLD games yes. But new game that are free are no value the date they are free.
You really shoud look up facts :) He wont get to level 1 because he wont get any CV from the game.
