Yes is it. On SG people can still enter a giveaway if it includes DLC even if they own the base game or even all of the DLC due to the Steam API. When it comes to a giveaway with DLC you have to manually check the winner to see what they own.

I was interested in entering for the DLC, that's why I asked the question. If the winner has the base game, you can rerequest a reroll if you like.
