yes, it is very common for licensed IP anime games to always not be usable in Japan at the very minimum. Looks like this title has even more restrictions.

You can make it a 'side-cart' so people can still find it but not be on the main track. Although if your winner cannot activate it you will then have to request deletion because support will not grant a re-roll.
