I think you have to go to the game in your steam library and "pre-load" it (then re-sync with SG), for it to count. You don't have to complete the entire download though.
No, I mean in the top right corner, the dropdown arrow next to your profile pic, then "Sync with Steam", then the green button "Sync Account". Steamgifts only automatically syncs with your Steam profile once every week or so
