You should probably decide what amount of game & DLC ownership you want to allow for a winner.
You will have entrants who:

• own the game
• own the game + a few DLC
• own the game + most DLC
• own everything in this package

If you don't like the winner's game/DLC ownership, you would do a reroll request (DLC ownership is very hard to check without Steam-friending them and seeing if they appear in "friends who play" for the DLCs, or trying to gift them the DLC to see if Steam blocks it)
