Apparently there's a misunderstanding on how Steamgifts works. Let me elaborate:
This is a giveaway of a Steam package - not a singular game. A package like this typically includes the base game plus some DLCs.
Due to the nature of such packages, which are expanded offers sold via the base game's store page (or the store page of other parts of the package). As such, everyone can enter giveaways of such packages for a chance to complete parts of the set they are missing. Even those users who already own every single item that is part of the package.
There's something to consider though:
Giveaway creators are allowed to request a reroll if the winner already owns part of the package and you do own at least the base game. Additionally, the creator mentioned that they'd be willing to even provide the gift to users who only own the base game. They didn't have to do that, but they were nice enough to allow even that. That also requires you as the winner to allow to ensure themselves that you do have none of the DLCs.
So here are your options:

Yea, No problem. I just wanted to accept him when he was online so we could sync up and talk. I’ve accepted him now. It seems ridiculous to me because if I actually owned this package, I definitely would NOT have been able to enter this giveaway. But if that’s how things work, no problem — I’ve accepted him :))
You realize I have no reason to enter a giveaway if I already own all the DLCs. Still, I’m an old user here with many giveaways created, and I continue to make giveaways without ever having any issues.
So please excuse me if I caused any issues, I just wanted cicatrix to be online so I could accept him.

As I've explained above, this assumption is incorrect.
It's not about me realizing something or not, generally it's merely about the fact that we can't take just a user's word - we need evidence. Every day there are users attempting to exploit Steamgifts and commit fraud against other users. Therefore we need to ensure that users are following the rules and evidence is something users have to be willing to provide if necessary in order to participate on Steamgifts.
No reason to apologize to me - to me you've talked an a polite way.
