I was like what happens if they say it doesn't work even though I just bought it and know it does....
And figuring out how to give it away was weird cause steam didn't list any region restrictions so I was like ummmm..... and just figured I'm in NA so it must work there, but I have no clue if it works anywhere else so....

So a easy way around it, is if you are not sure about a key. In the description say, something along the lines of. If the key does not work. Please agree to delete giveaway. It happens a lot. People buy keys and hold on to them for later but they expired or the Dev removed the game from steam. any number of things can happen. Also, only have to worry RN about Russian winners. Geopolitical issues did not allow one of my winners to activate the key. I just asked if it was OK that we delete the giveaway so that he does not get suspended for not activating a win on his steam account. as turns out well. I could have sworn when I read the site rules it said I was still responsible but I'll considering doing as you suggested.
Also, I wasn't concerned the key wouldn't work so much as I was concerned the person receiving it would "say" it didn't work.
I just bought it on steam and I have never had an issue when buying directly from steam.
