I know the problem with the base game quite some time ago, and the giveaways of the base game show up even if I already own the game and hide already-owned games. There also have been quite a few people creating this giveaway from time to time and end with 0 entries, and even if I have the base game, this one shows as missing base game. So I basically checked with SteamDB and see there are some parameters configured with the base game's appid leading it not API detectable
And you don't have to delete this one, since after the giveaway ends you will get your available giveaway slot back because the giveaway ends with no entries.
Nobody is able to even enter this, because the base game cannot be detected by the API as owned on account.
