Im mad at humble for quite awhile because of things like that, but i understand the real culprits are the Publishers more then anything.
Humble have its part- some of the regional keys and above all pricing limitations and such come from Humbles decision. Many publishers limit keys to regions based on pricing so a region with lower regional pricing for steam keys wouldnt allow from outside to get the game for cheaper... but Humble dont do bundles in regional pricing, where that wouldnt apply. So even tough im in Brazil, when i buy a bundle payint the same amount in US people all over the world are paying humble is giving me South America only keys- what i would get if/when i bought a key for cheaper in other stores or steam directly.
Makes zero sense.
But while Humble does do that a lot of the time its publisher demands- particularly when deals arent available at all for some regions. Whenever a bundle substitutes games for some regions or a game cant be redeemed in a region at all, thats always 100% on publishers.
My guess is Persona 5 is so hyped and praised in Japan and South Korea (to a higher degree then it also is globally) the publisher calculates most people will buy it without deep discounts. Most bundles come from a calculation when a game isnt selling as much on its own or during usual sales, so the bundle can squeeze profit when a title starts earning too little.
My guess P5 still earns then a good amount yearly in those countries- even now, years after release

I have no complaints about publishers creating local restrictions.
The sales attitude of the Humble Bundle just didn't feel good from the buyer's point of view.
Until a few years ago, regional games often appeared in Korea and Japan on Humble Bundle. (Bandai Namco, Koei, etc.)
At that time, they marked the local restrictions and provided alternative games, or didn't give keys.
Recently, Humble Bundle just provides a key, and Humble Support responds by saying, "We can't solve the problem of registering the key provided."
I just want the Humble Bundle to be organized and sold like before.
The keys sold in the Humble Store have very well organized local restrictions, and I hope they do it in the Humble Bundle as well.
It's a shame as an old fan of Humble Bundle.

New owners if im not mistaken. Maybe if their sales go down they make positive changes and get inspired by how things used to be... but i wouldnt hold my hopes up
