Hmm, if it's supposed to be a ROW key (excluding Japan)...then perhaps you can just redeem the gift link yourself and then I'll see if I can activate the key on my Steam account...? I'm just offering this as a possibility for you so that you don't have to keep re-rolling it...and this way you'd know if it's actually a ROW key as well. It's up to you either way :)
