Yes, it's because this is a package...like DLC, the API doesn't provide a proper way to determine if you already have it or not, so people have to check themselves. :)
We need a pinned public service announcement that tells members to hide DLC and packages (or games that Steam is "still learning about") if they already own them. It would prevent a lot of re-rolls.

I generally check the steam-store as soon as I'm suspicious if a GA game is in my library or not. I guess having >1K games in my a/c helps my memory stay sharp.
Your idea of self blocking owned Package/Bundle & DLCs is okay by me. I did have this one blocked previously, I think it came into view as part of the previous/next links of the C-Train. It works in the reverse process of child locking a TV channel, where they skip the channel if you're surfing using the 2 channel changing buttons but displays it if the exact channel number is entered.

Very true. I wish there was a way to programatically fix this, but I've asked and apparently it's just a limitation of the API. No shocker there. Steam introduces new things all of the time not handled by their API ("still learning about"), and sometimes they eventually add the supporting functionality and sometimes they don't. Pretty frustrating.
