Ostensibly. Sometimes staff will set the day of freebie/bundle-list addition a day, or even days earlier than the actual promotion date, without any clear indication as to why they've added in the additional buffer period (I've never once gotten a clarification on such matters, when I enquired into them). To put that in mechanical terms, I've had several games go free/bundled because they were available on [eg, Humble] a day [ie, 24 hours or thereabouts] before they were on a steeper sale [eg, on the Steam storefront]. So for the CV-focused, it can be worth setting giveaways with a span of several days, to see if a chasing promotion pops up.

But yeah, as long as you're not dipping into the same general waters as a promotion, your previous CV is locked, barring retroactive listing recognition of a different promotion (or of the promotion you originally sourced from). So it's entirely possible to lose CV after-the-fact, but not if there's no time-associable basis for it.
