Steam user agreement keeps popping up after start up ?

I don't know what happened but steam took a while to update today and when it was finally done it's all messed up. The first few times it would keep saying updating user configuration and the user agreement kept popping up. I tried to opt into beta and back to see if it would revert back but it's still acting up. Also it seems my sync saves are all messed up. If anyone knows how to fix this that would be great thanks.

Update- Thanks TigerLvr for actually trying to help out unlike the other users. I did a reinstall but then had to do a error check on my hard drive. Seems steam update caused the whole thing to be corrupted. After that I was able to reinstall steam and now its all back to normal.

Have you tried to reinstall Steam? Or are you trying to avoid that? Cause if you are trying to avoid it, I don't have much else for you. Good Luck!

just moved the folder with all my games and going to do a reinstall, hopefully that fixes up the issue.

Yep, spent an hour reinstalling steam..... Still messed up.

I have clicked on agree all the times it has popped up. It keeps popping no matter if I press agree. Do you think I would be posting here if it was that simple ? Thanks for trying to be a smart ass btw.
