That's actually quite noble. I always leave such a choice to the giveaway maker. If nothing's specified in a description, I don't enter a giveaway for any pack that has something I own in it.

I always ask the creator if It's okay for me to join. Personally I don't let people join if they're only going for DLC or such.

Unfortunately, most people that make giveaways don't go back and read the comments so asking them if it is OK to enter usually ends up unanswered.

If you win a game collection and you already have one or more of them and the contributor didn't specify then I guess they can ask for a re-roll but you shouldn't be penalized for it.

I think that there should be an option in the giveaways form submission process that the contributor has to mark off to specify if it's OK to still enter bundles if you own one or more of the games included. This would end the confusion and this subject wouldn't be brought up all of the time.
