Anything UbiSoft made in the past 3-4 years.
Maybe Destiny, if it had a properly built world and the gameplay would consist of anything but mindless grinding or half-working PvP.

The Bullfrog games mostly did what they promised and are usually regarded as great classics with little against them (apart from the occasional technical issues). Yeah, Dungeon Keeper 2 was disappointing, but there he wasn't that involved I think?
But ever since Lionhead… Black & White 1 and maybe one Fable game that wasn't something he practically lied about?

I remember the hype when Populous first came out.... then I played the game. I still don't get why it was so highly regarded.
Syndicate was pretty good. Can't argue against it. Theme Park was fun; sim games were a dime a dozen then too.

Too Human. Cyberpunk norse mythology, trilogy of games with an epic story set, 10 years of development hell...release the worst game ever made where you literally can't die.

The entire time I played this game I was thinking just how amazing it could be rather than what I was actually playing. It was near infuriating.

Ride to Hell: Retribution. the setting is interesting, but the game is so extremely bad. i played it for a few hours, just to enjoy the horrible cutscenes, the crappy voice-acting and the worst gameplay i experienced in a while.

Punch Club is the one wich is coming first into my mind. While approximately the first half the game was lovely and nearly perfect at some point it seemed like the developers had to rush and couldn't give the same effort for their project to the rest of the game and thus couldn't keep that quality level.

I don't know if it can be considered "bad" in the way that some of the other games mentioned here are bad, but Star Wars Battlefront's lack of single player was pretty disappointing. There's still hope though of them correcting this with DLC though I suppose and making more use of the amazing environments they've built.

Ultima Online had a lot of potential that never got beyond beta. Leading to a different and less interesting game than it could have been.

Superman 64.

If you look at the beta, there's a lot of stuff that they were trying to do and had to drop. A lot of it had potential. Some of the hints are even still there, like the ring level where you're chasing a very tiny Mala around the city for no reason and then she vanishes. The majority of the game was supposed to take place in the legitimately huge city, instead of all the plot taking place in poorly designed interior maps. I think if they had been given full control and no deadlines, and maybe waited until the next generation of systems for draw distance, we could have had a legitimately fun Superman game where you fly around the city finding clues, stopping crimes, and defending citizens. Instead, we got Superman 64.

Consortium. It has a tremendous background. With the right budget it can be a epic as Mass Effect.
