What sgtcole said. If it just has the generic message and doesn't specify which countries, it should be the region you were in when the game was added to your inventory

Like I said. If it just has a generic message and doesn't say which countries it's restricted to, it follows the regional restrictions in your area. Since I am in the US, my gift had the message, but the US doesn't have regional restrictions on steam gifts so it meant nothing. Your Frozen Synapse gift will follow the rules based on where you live (which looks like it would be RU/CIS or something)
