A question about The Ship game and its extra copies

A person had traded with me a game for The Ship - 2 Pack Gift but she or he (Im not sure) had a condition that since it was a 2 pack I take one and activate it then give the other one back.

So I did and I Gifted it back to him or her since it didn't want to be traded so the problem is I read that when The Ship is activated even if its a gift it gives an additional copy but I don't have that additional copy.

So is this a steam error or did the Copy stock on top of the Gift pack that I sent her or him?

Complete pack gives you 2x2packs. Each 2 pack once activated give you another copy, that's all, no more copies.
