I created a giveway of the BulletStorm game that is on sale on Steam. (Buying this on the humblebundle would be very expensive for me)
However, as Steam only that I send a gift to anyone on my friends list, I explored it in the description of giveway and asked the winner to add me or accept my friend request before the end of the game promotion.

My question is: I will be obliged to buy the game at full price and give it to the winner if he does not accept my friendship invitation before the end of the promotion, even though I have explained he should accept my friendship invitation before the game promotion is over. ?

Sorry for that question, is that the full price of the game is more than I wanted to spend, but I don't want to be penalized by the SteamGift administration, because I like this community a lot.

You can write whatever you want, even ask it to be deleted but it holds no grounds.

You can still ask the winner to have this giveaway deleted or lean to live with the marked as not received, it's a lesson learned next timet not to buy such deals (right before the end), welcome to steam.

Only you can't create giveaways under your own terms but under the rules the website holds, you can write anything you want in the description but it means nothing since the rules state that a winner has 7 days to get the gift and so also 7 days to accept the friendship and if that means the creator ran our of time, it's the creators problem and not that of the winner.

The only user-defined entry terms SG accepts are ones which restrict entry due to partially owned content and, in certain cases, staff will also acknowledge region restrictions or special purchase limitations. The problem is, staff only accepts the last element when it's clear the matter is out of the hands of the GA creator (or at least, reasonably close to such), and in this case that's just not true.

The best bet for those wishing to apply special entry restrictions will always be for them to make use of specialized groups, which have rules to penalize those who don't abide by reasonable entry restrictions. There still won't be any official punishments by SG itself, but it's rare that those joining such groups would be confused enough in their behavior to favor going with a Not Received giveaway win over being able to remain within the group for future giveaways by simply agreeing to delete the giveaway.

Yes, basically the terms they have stated in their rules, anything outside of that won't work so stuff like demanding/asking people to be fast with accepting or that they accept a deletion if they key doesn't work or anything else does nothing but inform them, I mean you can write it but it holds no value within the rules of Steamgifts.

Yes, a special group or only whitelisted people would be best, that still gives a chance of them not being on time but the chance is way lower than when you make it public.

Doing a giveaway via a Steam sale gift is risky because requesting a new winner due to no response requires one week of no response and proof of attempted contact. That doesn't matter if you will accept Not Received or are certain the winner will allow giveaway to be deleted, but many users are concerned about those sorts of things.

From FAQ:

What should I do if the winner of my giveaway has not redeemed their gift, and I'm unable to get into contact with them?

If you contacted the winner of your giveaway on email and Steam over one week ago and they have not yet responded or redeemed any keys or gifts you attempted to send, please contact support to request a new winner. When creating a ticket, we ask you to include data that suggests you made an adequate attempt to contact the winner, such as screenshots of emails, friend requests, or gifts pending on Steam. If the request is approved, a new winner will be generated by the site.

Unfortunately it would seem you're on the hook for it. You should give yourself as much time as possible up to the 7 days where you can get the game at the discounted rate, and part of that is realising that if the sale ends within those 7 days you'd still be expected to deliver it if the receiver doesn't accept your friend request in time.

Maybe you could get a key for around the same cost (Check Allkeyshop)
Otherwise as Lugum mentioned, the receiver would need to agree for the giveaway to be deleted or you'd need to take the NR.

There are many reasons why a lot of us stopped doing Steam gifts. It even got to the point where I was trading Steam gift cards for bundle keys to give away (and doing so at a loss), just to avoid that hassle (and I did so for a good long while, in fact). Remind me again why Valve hates letting us have nice things? :P

(Putting aside the adverse effects on SG and the other non-personal frustrations caused by Valve's changes to gifting over the years, the most aggravating element is the fact that we can no longer store DLCs for our own accounts, despite Valve [being Valve and all] not having updated the system to allow us to purchase DLCs without owning base content. Officially making the Steam Store one of the most bizarrely restrictive storefronts out there.)

In this case, responsability'd fully be on you, since it's clear that you didn't provide enough time for completion and you also made it public, which means you didn't even attempt to filter to a responsive group. So the "Not Received" would almost certainly be treated fully as such by staff. That said, so long as you don't have a trend of those, or openly indicate that you're intentionally violating site rules and expectations, there's not actually any immediate punishment or penalty for failing to deliver a game (or, rather, the immediate punishment is actually the lost giveaway slot).

There's usually some leeway to wait until the game goes on sale again to offer it to the winner, so long as it's clear there's no attempts at exploitation involved. You could also get the winner to agree to a deletion, perhaps by "encouraging" them with a different game key as "compensation" for agreeing to the deletion. ..I mean bribery. You're bribing them. Yeah, it's super awkward.

Well, ideally you'll get a winner who'll approach the matter more respectfully and agree to a deletion without any fuss (and, note, it's against site rules for them to request any compensation first [as it's a violation of the site's begging rule], so if their behavior is too overbearing, it can still potentially receive some attention from staff).

Speaking more broadly, as long as you've given a decent timeframe for the claiming of the win, and make sure to detail the situation clearly within the description from the start, then staff is likely to work with you on the matter. This may not necessarily mean they'll agree to a one-sided deletion, but it does at teast mean they're not likely to count the Not Received against you when reviewing your account against any future Not Receiveds.

That said, the gifting issue is known and given some grace by staff, and by way of that they'll probably be okay rounding up if you give a period that's at least somewhat close to 7 days. Meanwhile, users basically never pay Not Receiveds any mind unless they're super visible (such as with any new accounts where there are few Received giveaways), so there's not much long-term loss to worry about on that end.

Steam does regional pricing - HB does “reasonable” pricing. It’s swings and roundabouts- sometimes one is cheaper sometimes the other is better.

Don't create giveaways for games you don't own.
e.g. make sure you have the key and are able to gift it so no matter if it takes a week or two weeks it's still valid.

That said, can't you buy it on steam as a giftable copy, so it goes into your inventory?

Unfortunately such comments does not guarantee deletion of GA and you can not force this on winner. But you can still contact winner and say how it was and ask to agree to delete GA. Many winners will agree with good explenation but it depends. There are users and users. Of course if he does not agree you can just live with not received.

Anyway next time you have to be really careful with games on steam promotion. There is always possibility of winner who will use all 7 day (rare but happens). Also there are possible rerolls.

you have to plan ahead when things like this happen. the winner has 7 days to accept a gift, and you only have X hours till the promotion ends.
you can't make up custom rules so the sg rules are on the winner's side. you either deliver a gift or key to that person, or take a not received and move on.

Don't be afraid of the penalty for not delivering, even if the winner does not agree to deletion of the giveaway. The only thing happening will be you losing one giveaway slot, which you can naturally recover by making 3 more giveaways. And well it can be seen on your profile if you actively look out for it, but most people won't care as long as it doesn't get too extreme.

Also, you may be able to bribe the winner to agree to deletion by offering another key you may (or may not) have lying around.

I think the best way is to honor the giveway and give the game at full price.
Unfortunately it is too risky to gift using purchases on Steam. This is a shame, as in my country there are no stores that sell cheap Steam game keys like Steam and buying from international stores like Fanatical and HumbleBundle is out of the question, since the dollar is very expensive against my local currency, which will make it difficult for me to create new giveways for games that are not classified as "reduced or null contributor points".

Another hint - there is a trick to save your steam cart (with the discount) for 3 days. You need to buy it as a gift to someone, but chose some payment system that can fail (like, for example, use a card that has not enough money, or something else, payment system vary by country). This way the purchase will fail, but it will be available to resume via steam support page, and stored for up to 3 days IIRC.

Hate to think you had to pay full price for the unconventional situation even though you had good intentions. Out of curiosity, could you not have asked a friend to help you purchase from a store that still had a discount to get you out of the pickle?

I only have friends who live in Brazil and Argentina. In these countries the dollar is highly valued.
For example, I asked my cousin to buy me from Brazil on Humblebundle (90% off). However, I still spent AR $ 395.01.
The ironic thing is that I "saved" AR $ 44.89 from buying on Steam at full price, which is practically the price of the game with 90% on Steam when I created the giveway kkk

I understand, as I know other users from Argentina who no longer buy bundles due to the reasons you describe, but still try to gift games they had from very old bundles or by gifting from steam, though they have told me that it's very difficult for them due to region restrictions(?)

I admire your commitment to follow the rules and deliver your end of a promise despite things had taken an unexpected and inconvenient turn.

That said, I guess we learned from this incident and the official reply below, that a "delay to fulfill" tactic is also possible :)

I feel it would be helpful for me to give an "official" response, so here it is:

  1. When you create a giveaway, you are promising to give away the game listed in the giveaway. Some games come in multiple parts and may be given in that way, but (the correct version of) the final result must be that the promised game is listed in the winner's library as "owned." (If this does not happen, the winner is considered not to have redeemed the won game.) No substitutions are accepted.
  2. The creator of the giveaway is responsible for delivering the promised game to the winner by whatever method he or she chooses.
  3. The winner of the giveaway is responsible for redeeming the won game to his or her library and marking the game as "received" once it is in his or her library. If this does not happen, and the winner is non-responsive to efforts at contacting him or her, the giveaway may be re-rolled.
  4. As long as the winner does not mark the game "received" or "not received," the giveaway remains "in limbo" (i.e. unresolved). It will remain in that state until either the creator of the giveaway or its winner take action to change things.
  5. It is acceptable for both parties to agree to leave the giveaway unresolved until such time as the creator has an opportunity to provide the promised game and/or the winner has an opportunity to redeem said game. (I have a giveaway which is still unresolved due to the game's release date being moved from 2017 to 2020. We are still waiting....)

In your particular case, you are responsible for providing the game, regardless of circumstance. You might have contacted your winner and agreed to provide the game at some point in the future (e.g. when the game was once again on sale), but that would be totally dependent upon the agreement of your winner. Another option would be to delete the giveaway due to not having a copy to give your winner, but that would also require permission from your winner. In short, it is best to contact your winner and work out a solution with him or her.

Don't feel too bad. I have also had to repurchase (at full price) games I supposedly already possessed due to various problems. It was never pleasant, but I still feel it was worth protecting both my winner (who didn't do anything wrong) and my reputation.

I once bought keys for giveaway train from someone else and half of them were used. Seller didn't respond back and I decided to buy the keys from trusted sellers. It was worth the reputation. After all, it was puzzle train and it would be very dissapointing to delete half the carts.

In my case, I ask winners to agree by entering to add me after 1-3 hours (depends on when the deal ends) of winning or I'll reroll. I usually do deal-time-limited giveaway duration 1 hour, so it's hard to not miss the win.

You could, but I'd just open ticket to reroll and if it was rejected - I'd open another one after 7 days and name it "uncooperative winner".
You can check my giveaways to see how some people responded to some of my giveaways with such comments (and they were answered accordingly). Oh... Yeah... You can't, I just blacklisted you. Nothing personal, you're the first one ever to be added in that list but it's to protect my giveaways to not be messed up intentionally.
