I have no clue. If you want to be on the safe side, give Steam gifts just to people in your own country.
If you want to gift something for all of us, buy game keys at 3rd party sites, like humblebundle, fanatical, ...

Edit: The last time I sent a Steam gift was September 2016.

Well, i wanted to give people equal chances as much as i can do. I can't buy from humble. etc because it becoming too expensive for me :/

Well, i can say i "kinda have". Problem is, for example Cuphead (https://steamdb.info/app/268910/)

I have enough money to buy from Steam (31 TL) but if i want to buy from Humble, it is 106 TL. I think you understand me now :)

About my giveaways, i remembered they exist by luck about a month ago and was planning to giveaway in reddit. Then i discovered here and thought, why not here?

I believe the rule is 10% difference, but I'd go with either of Oppenh4imer's suggestions to ensure no issues with the regional pricing.

Turkey region can only send to turkish accounts. Read the red warning on purchase screen.

Yeah i tried to send a friend but only error message was this -->Due to regional price differences, the gift you are trying to send cannot be sent to the recipient's region.

Even price difference less than %10 still you cant send due to regional restrictions. Turkish region can transfer only Turkish accounts.

I thought I already explained how to check region restrictions upon gifting. Ok, I'll try to do it one more time, in details. It consists from two steps:

  1. Check actual region lock. For this just press "buy as a gift" on the game you want to giveaway, select one of your friends from the same country as you, fill in all required data, until go you got to the page as on my attached screenshot. I highlighted the area you interested with red frame, it contains the list of countries where you can send gift of this particular game. Write it down, but don't press "Purchase" (unless you actually want to buy a gift for your friend), just go back and remove the game from the cart. If there is only one (your) country - well, you don't need step 2, you can only gift within your own country. Set giveaway restriction accordingly.
  2. Check regional price restriction. If you got a list of countries in step 1, go to steamdb, find the game you want to giveaway, and check the prices in all of the countries listed. If price is the same or lover than in your country it's all fine, just select all this countries upon giveaway creation. If some of countries have price that higher than yours for 10% or more - you won't be able to gift to this country (even though it was listed on step 1, yes), you need to exclude all such countries from your list, and use all that remains when creating a giveaway.
