i entered as many giveaways in 1 year as you entered in 5 years, you're just slow

Unfortunately for you, the number of giveaways is going down more and more so the number of entries per giveaway goes higher and higher. Fewer giveaways and more entries per giveaway mean less chances.

I haven't won a game in 9 months, even though I've been giving away games in the meantime. Guess I'm twice as much shadowbanned as you are. Note that shadowbans don't exist so that's two times zero = still not shadowbanned at all.
I'm also still ahead in winning "more gifts than estimated since you first joined." So the streak of bad luck is just the odds evening out over time

I usually win 1 game per month, but I've had months like even more than 3 straight and I didn't won anything. Sometimes I win 3 games in a week.
This is randomness. I don't get why people still don't understand how it works. What You describe is gambler's fallacy. You have to win games, otherwise it is something wrong with it.
All the won games are independent events. Just because You didn't won anything, doesn't mean You have to, cause it is wrong, because statistically You should have. The won games are not connected. You have the very same chance every time. Actually not the same, but You know what I mean. If You entered 1000 giveaways with averagely 500 people in it, You always have averagely 0,2% chance of winning. It doesn't sum up, so after those 500 giveaways You have sure win.
That's exactly how RNG works. Independent events. You would be able to not won games for 2 years and there won't be anything weird about it.

I think theres just less giveaways. Most people give away to whitelist or groups then enter all the public ones when they rank up. :\
Would be nice if there were 2 separate levels for these things, or a feature to create a give away to other users who only post public giveaways. I feel its wrong for a group of ~10 people to give eachother games and enter all the high level public games which we would never get to participate in their games.
I started to whitelist people I see who give away public games with a nice ratio and theres about 20. I don't care about my level anymore or if less than 5 people enter.

Thera are less giveaways now. Look at the graph https://www.steamgifts.com/stats/community/giveaways . I haven't won anything in last two months.
