If you are worried about region restrictions (and it's true, there will be) you can always try key (re)seller sites, and you can check steamdb.info but someone with more knowledge can explain better.

If gifting via Steam every region with more than +10% price difference is excluded. To check use SteamDB: example for Borderlands 3. As every developer/publisher follows their own pricing strategy on Steam these threshold differs for each game.

If you want to do a more inclusive giveaway I'd suggest a trustworthy retailer where you can check the country restrictions on the respective game page and where you aren't hampered by Steam gifting rules.

Retail stores listed by isthereanydeal(ITAD) are viewed as trustworthy opposed to grey market key selling platforms.

I am not sure about it, but cross-regional steam gifts may not always depend on ±10% price difference, there are other factors as well. I think I've heard that some region can't send gifts to some another region no matter the price difference. For that make sure you look steamdb.info
