i managed to redeem a region locked gift from china, even though i'm from malaysia.
i'm not sure if that means the gift can be redeemed in other places? or should i just region lock it to china only, just to be safe?

If you are willing to take a risk you can do it without creating the restriction.
But if it doesn't work you'll have to provide working key for the winner, so be prepared with other alternatives.

BTW are you talking about gift from Steam or third party like Humble bundles, fanatical?

Within Steam gifts (gifts you get directly from Steam) aren;'t region restricted but price restricted, every place that is 10% (sorry if I have the % wrong but that's what I remember) below or above your price won't be able to receive it, no matter where in the world that is so if Malaysia and China are within the 10% of each other they can gift just fine.

Not quite. It is true you need to be within 10% difference in price but regions also matter if you are not from what Steam deems 'global' regions (which is NA/EU)

As example, I am from SEA and doesn't matter if my game is more expensive here and cheaper in say, Brazil. I cannot gift to a Brazillian friend cos of this region restriction, I can only give within SEA: https://imgur.com/a/q4rTgmZ

Seriously? that is the first time I hear about that to be honest!
So far I have been able to gift to everyone I wanted to, never had the 10% problem, but because I am from EU does that mean I can gift to everyone I want (in region, if you don't consider the 10%) or can I only gift to other 'global' regions?

EU is always the most expensive so not surprised you can gift to everyone else :P

And yeah global means all countries, so you can gift anywhere :P

The regions I can think of are Japan, Australia and New Zealand . Normally I see their pricing more than EU region.
Example Cyberpunk 2077, The Witcher 3, Death Stranding, Red Dead Redemption 2, STAR WARS Jedi: Fallen Orderβ„’ etc.
But again it depends on the game and publishers. So be sure about the pricing if you are making steam gifts GA.

If I ever make a Steam giveaway I would just do my country only to be safe but yes, we are very expensive so it shouldn't be a big problems but I rather play it safe ^^

When was that message given? Because I have never faced such issue before. I am from South Asia region and when I created GA most GA were won by users in Russia and some from Brazil but I've never received such message.

Games can have their own region locks on top of Steam's, which seems to be the case in that picture.

I saw that but I was asking when did Serale face that message, because I want to know whether Steam has changed something that I am unaware of. That impacts the region I am including in my GA. SA only includes 5 countries but if I follow 10% exception I can include upto 12-15 countries.
Or the thing I wanna know is that if that message is targeted to specific region, like regions where there is issue with banking security, money laundering.

The game simply is locked to that region with no regard to the price. You can test it out, pick a friend who lives elsewhere and try to gift them that game to see for yourself how it works.

Ah I see. I realize now why some game had their prices listed just as "N/A" for some countries. They had region-locked packages. Thankfully I still can gift the same game(almost ROW) to these countries following 10% rule.

I asked you about Steam or third party because of "10%" exception rule on gifting policy of steam.
It's a bit complicated because it is different per each game but you can easily understand if you look at the image I posted.

In the image I've separated regions which you can send/receive gifts to/from. For example if you want to send Cyberpunk 2077 as a gift for your Chinese friend, you can send it. BUT your friend in China can't send you the same game because it's 20% more expensive in your region.

Another example, look at these games Hollow Knight and RiME they are 7% and 9% more expensive in your region than your friend in China but you both can exchange the gift.

Not sure how you redeemed a restricted to China gift unless you either:

  1. Currently staying in China
  2. Was previously staying in China and have yet to inform Steam you have moved countries to Malaysia so they can update your store prices and all that.
  3. Used a VPN in China

If none of the above... then it is a Steam bug (or they changed something rather recently that I don't know about) and if it is a bug, then you should not risk gifting to other countries if it's restricted to China only.

I have never been to China (I don't use VPNs either) so I was really confused as to how I managed to receive the gift haha
Thanks for the info! I'll just restrict the giveaway to China then, I wouldn't want to risk it.
I was just dumb and accepted two gifts (I accidentally ordered 2), just to check if there was some bug. I really thought I wouldn't be able to accept the 2nd time.
