Which recent bundle has Holy Potatoes! A Weapon Shop?

I've noticed a lot of giveaways for it on the front page. One of them mentioned it's from a bundle, but I'm having trouble finding it.

Additional question for anyone: I just moved house, and will be without home internet for two weeks. I can use smartphone internet, but if I were to win a giveaway, there's no way to activate it without the steam client, right?

Nope, without a steam client you can't active keys, gifts you can active normally through your smartphone.
