Hey guys, recently I've been wanting to play Vindictus and as some may know, the game is ip blocked, only NA can play it.

I tried my best to play the Chinese version that isn't blocked but the limitations were tough, and my friend who I will play with couldn't even get it to work.

Despite my best efforts to stay at my region and play what's available to me, this is an exception that I want to take, the game is fun and I know it will never be available here, really unfair if you ask me.

So, my reason covered, this is why I'm asking for help, I don't know much about tunneling and proxies, and I would really like to receive help from people with knowledge.

Both free or paid, what are the best options? How do I setup them properly? Etc.

If you want to know my region before you help me, yes, I'm brazilian, I know some guys hate us and I agree with most of their complaints, I'm not the percentage that gives you problems.

You can always use VPN. There are free and paid VPNs. For example; Hotspot Shield is very common free one. It's very easy to use, just download, setup and select a node and activate (probably needs computer restart). All your internet connection will go through this VPN, so may not be safe to do online shopping etc. while VPN is on.

Note: All solutions will reduce game performance for obvious reasons. You may notice or you may not notice, depends on your connection, game servers, VPN quality etc.

VPN is definitely my suggestion for this as well. I don't use anything for stuff along this line, so I'm not sure I have any useful suggestions. I have a couple friends with some weird random issues connection in some games, so we use the program Evolve (not to be confused with the game Evolve) to set up a private VPN to basically use it to tell games we're LANing...
I have no idea if it would work for an MMO or not, but I kinda tend towards the assumption that it won't. It might be worth checking out though, if it will work for your needs. It's a good program.

i just get the proxy from google there is free sites and insert that into IE under tools, connections, lan settings etc

works like a charm

Sorry bud, if there is a region block from them on Brazilian IP's you're probably screwed. Trying to play online games routed through a VPN sucks. (massive ping/lag in many cases) if it's just on account creation, it should be fine to play afterward. I get the same problem here from SOE and their games. They IP block game client log ins. One thing that used to work with them was signing in to the game client via VPN, then as the game files were loading, disconnect VPN, and your regular connection would be established again by the time the client tried to reconnect to server after loading.
