That is definitely not normal! :D
Maybe seriously just wait a minute, or contact support for assistance. It sounds like the error is on the payment end of the transaction, so check to make sure your Credit Card tied to your Steam account is up to date, etc.

This is pure BS to be honest. I want to buy lots of games from the Summer Sale and I can't get any because of this error. There's not even a point in opening a ticket because the games that I wanted will go up again. Pfsshh.. Steam don't want my money. :(
