If you have "Metro: Last Light" and you're not in the U.S., then you can't have the free Novel DLC, unless you use this link:
http://store.steampowered.com/app/43163/?cc=us

It's the same link as always, but with the added "?cc=us" at the end that lets you load that page and also let you add the free DLC (it worked for me ^_^).
