if he rejects friend requests? How can I connect with him if he closed the message wall on the account and continue to reject friend requests?

You can see his or her e-mail on the won screen.
You could comment in an old giveaway of the winner.

Okay, but If he rejects the third request after POLITE and elucidating message on mail I think he should be rerolled immediately, some people just can't do the simpliest things.

Winner have 7 days for activate his prize. You can made reroll without waiting week only if winner have broken rules and do not get already punished for this in past.

If they reply with a clear rejection, then you can use that as a base for reroll as I would imagine - like how one can reject a won game in the GA's comments.
But having no answer or immediate claiming of the key is not a rejection, and as per rules, they have 7 days to activate. So "immediate" reroll is absolutely baseless in that case.

I have the same issue with one of my winners.

He has a 7 years old account but he entered only 6 giveaways, mine included. On Steam he is online on a daily basis but rejected my friend requests. He hasn't been on SG for 2 weeks now and I wrote a support ticket 1 week ago which is still unsolved.

I guess the only thing you can do is write the ticket and wait..

You created a ticket 4 days ago. Sorry for the long wait, we have way too many tickets right now, thanks to our anniversary and the steam sale. I answered your ticket. Please provide some proof that you tried to contact the winner, and we can resolve this quickly.

No worries. I can imagine there is a large volume of tickets.

As long as the game goes to someone who is actually active on the site, that's all it matters.

Thanks!

I agree some people make it really hard for you to give them stuff for free... for some reason?
But the 7 day rule is meant for a reasonable time to elapse before support has to get involved.

They're already swamped so imagine what it'd be like if everyone who can't reach a winner was creating tickets that needed looking into.
Or every time someone has not activated their win right away. It's annoying I know but a waiting period is necessary.

Because people have lives and it's perfectly fine to not have time to activate win straight away for one reason or another.

More work, sick family member, power outrage, neighbor breaking landline with his gardening, broken relationship and n more reasons why someone may need more time to activate win.

We give time to both creator and winner to send / activate win. I think it's perfectly reasonable. I just waited 4 days for my last giveaway to be confirmed.
