So i wanted to create a GA for this DLC, and it's not in the list. I created a support ticket 2 days ago, and it hasn't been answered. Should i assume that this DLC is in blacklist?

Yeah, it's on the almost assuredly on the blacklist because of it being given away for free not too long ago like samba2345 wrote.
