Value not displaying properly?

So, my value was at 10.98 before I just gave away a game from an indie bundle. It went up to $30.97 on my page, but I still cannot enter giveaways that are above 10.98 and below 30.97.

I know that indie bundles are supposed to only give you like 20% of what you'd normally get, but wouldn't that have just brought my value to around 15 dollars? Or does it just take a while to update in the giveaways?

To my knowledge - you can only enter giveaways of 'x' value created after your value increased.. If that makes sense?
I'm unsure if this system is still in place.
