if someone Have Region locked Gift & iam not from the selected country
Soo if he not traded But GIFTED it to me can i but the games in my library normally ??

You can still buy the game normally, the gift simply sits in your inventory unused.

You can also GIFT the game back to the giver... if you mark the game as received and have not activated the game on your account you will unfortunately get suspended.

That would work. However it is a bit analogous to trading a region-free key/gift for a region-locked one, which is not a best trade (keeping in mind that both are for the same game)

It would favor in obtaining a game, using your own kept key then putting the obtained game back on steamgifts (gift form) to obtain the points from it.

It is still going to be a locked gift, and a general user can and will reject it and mark as not received. As of now, SG is meant for non-locked gifts, and the only, already a bit shady, workaround is to gift inside region-specific groups.

Region-locked giveaways are against the rules. The person receiving the locked gift is guaranteed to get suspended if they accept the gift, mark it received, but don't activate it on their account. So most users will mark the gift as not-received.

Region-locked games are practically worthless, so there's little point in buying the unlocked game and keeping the region-locked copy for trade. Personally I'd rather spend my SG points on other games rather than waste them on a region-locked giveaway even if I had a high chance of winning.

In theory you are correct to assume that because of the wording, in practice... No. A lot of people thought that and got suspended... Feel free to disregard the "should" and read "must" or "have to be" instead of it xD

Nope. All giveaways should be for Steam redeemable gifts or Steam redeemable keys.
If a user marks a giveaway as "received" and he didn't activate the game (because he can't for regionally restriction), he'll get a suspension.
The giveaway creator most likely will require the deletion of the giveaway and he'll lose a slot.

I don't have a statistic, but there're a lot of tickets for re-roll request of region restricted gifts and they all end up with a removal of the giveaway or a "not received" feedback.

Yes its true. And there should be room, cause not all games are available in all countries for all users, so a hard restriction with the point "available to all users" would not be the best solution...on the other hand there should be a more spefic rule that no gifts are allowed that are only available to spezific regions.

someday someone will create a group for each region locks with special rules like "only people able to redeem games from this region lock can join" and "if the winner don't activate the won gift or is not able to activate it this will result in a group ban", probably there's something like that already but no "official" groups as far as i know :V
i'm not sure if group rules could avoid bans to the giveaways creators but it would be a solution and of course there would be people exploiting this for cv
