If you mean it in a way, that you can't split it up, then yeah. Otherwise you can still play them when you get that console.

Probably will continue to be as it has in the past - only a few bundles have done it over the years, and those tend to be console game bundles, AAA publisher bundles with a single key, and/or AAA publisher bundles with tiers that offer upgraded versions of a lower tiered game.

It depends on the distribution. The saints row bundle was because you got 1 or 2 versions of SR3.

Would have bought XCOM Enemy Unknown Plus for my PS Vita, but then I saw it's region locked to countries in the U.S. Damn it, this would have been the first PS bundle I bought.

That's region locked, but you just have to create a new PSN account and say you live in the U.S (you have to give a real address though, I suppose they have data for all the cities, zip-codes, streets). I fake-live in New York, Main Street or First Street, don't remember exactly.
The Capcom PS Bundle a couple of years ago did the same. I'm from France, I had no problem to redeem the codes.

That's doable for PS3 or PS4, but it's a huge hassle to use multiple accounts on a Vita. If he's already got a bunch of vita purchases on his main account it'd be frustrating to swap between accounts. I know because I have a vita and multiple accounts. IMO it's not worth it unless you've got two Vitas and two memory cards lol.

Oh ? I wasn't aware of this. On PS3, that's indeed very easy : a new PSN account (since I'm very lazy, I created a new user for this so I don't have to enter the login details when I want to switch from my main account to the US account), enter the code, download the game, and boom, the game is playable for every users.

Edit : Oh well you're right, the Vita seems to be a pain.

Yeah it's not so easy for Vita. Each memory card is tied to one account, so if you want to use a different account on that memory card you need to format it. You can get around this by having 2 memory cards but you would still need to format the PS Vita's system memory each time you want to switch accounts. I might be slightly off with this info, it's been a while since I've switched accounts, but that's the gist of it.

My wallet is safe and like I said in a different post. I do own a ps4, I mainly have it for sports games and those games that work better on a console.

I only own a ps4 and so all the ps3 games are a waste and I already own XCOM2 on pc - so for me there really is no reason to buy this, when the only way I can play those ps3 games if I would buy a used one.

What a terrible bundle. The games are spread across three consoles, one of which is legacy, another which is on the way, and although some of the games are good, most I haven't even heard of. Even if I owned a PS3 I'd pass hard on this one.

Sony has already given xcom, borderlands, borderlands 2, spec ops and the bureau to users in the past. Borderlands was when they got hacked and gave it to everyone and the rest were ps plus games.

Sorry, you are correct. They must have given Borderlands for free on plus because I have it and I know I didn't pay for it. I remember now I received dead nation and infamous for the hack.

My guess would be that it is actually a distribution rights thing - as in that it is contractually agreed upon that some guys are doing distribution of console game copies e.g. in Europe (or regions thereof) and guys in the U.S. can't by that agreement just sell as if over the Euro-partner heads to customers in Europe.

To be fair, summer break/holidays time is arguably quite low season in terms of PC games sales and similarly (since many are probably rather offline than online, unlike at those times of years many are in the evening in college dorms or during lunch break checking on offers, and such). But I sure wouldn't have minded if they were redoing some (more) older bundles they had since I missed out on some I'd be interested in.
