So, it's an old issue - some games cost 0P and give no contribution value, if I understand it right. And that's not the games from no-value list! That's just some regular games, bought for money once, but now removed from steam store, and, because of that, counted as 0P on steamgifts.
So, question is - should I make a support ticket "Add Game to List" for such games, even if don't plan to giveaway it now, but made a giveaway someday in the past? Or there are other ways to fix this issue?

I made a giveaway for a 3P valued DLC for a F2P game two years ago that was later removed from Steam and the value was dropped to 0P. I submitted a ticket when it happened and was told that it was a low priority and something that only cg could fix but with the recent feature of allowing giveaways for no-value games I have been waiting in anticipation that this will be corrected. Two years is a long time to wait and it was something that I had actually paid full price for but I have hope still though I am curious to see if you can find out a way to get something done sooner.

if you made a giveaway someday in the past, doesn't that mean the game is already on the list?
I'm confused

since the guidelines says

All questions and concerns should be directed through the support system on the site, and we ask users not to add support members on Steam for help.

I guess it's not a bad idea to create a ticket if you have an issue with what's going on

There are sites that store game price statistics over time, that can be used as a source of that info

to give examples of such sites: Web Archives can be used to view disabled steam webpages, price history can be checked in SteamDB or on steamprices, there are probably even more sources like this I am not aware of.
