If you are out of options, keep a back up of 'Appupdatestats.blob' and 'Clientregistry.blob' in your Steam directory and delete the 2 files...

When you open steam next time it should force a Steam client update :)

I've got the same problem.

But i quit and enter steam and he start to update it.

i had 2 updates yesterday... very curios

Just restart steam. Works for me >_<

Check for free diskspace. At least 1Gb should be fine on the partition where Steam is installed.

steam servers are overloaded. Try to get on steam site, (or tf2 ,dota2) its so slow. All because they launch a linux steam iI think. I have problems to downlad too as far as I go was 1,200 KB then it says please be online (downloading about 10 min). xD
