You can put other users on your whitelist (you have to go to their profile, see screenshot 1) and other users can put you on their whitelists. Reasons can be different why someone put you on the whitelist. You can do giveaways for the people on your whitelist (you can choose that when you're creating giveaways, see screenshot 2) or you can see whitelist giveaways from users who whitelisted you.
