I bought annual plan of Humble Monthly and get few duplicate games, that I gave away. I regularly check my cv in there: www.sgtools.info/real-cv
And there is a "problem". I mean, it counts my cv as 4 lvl and 93% to 5. But... after winner of my last ga marked the gift as received I... got lvl 5 on Steamgifts. But sgtools says it's not 5 yet.

So... where is the bug? In Steamgifts or sgtools? I ask because I'm confused.

SGTool takes a while to sync, not sure if it will sync if you log out/log in.

Okay. I wanted to tell that it was synced, but then I read it needs time, so I checked out the button. Synced now and... still nothing. It tells that cv of my games is 239.69 $. When I click sync button it tells that I have 5 lvl, so it's correct, but my cv is still wrong.

SGTools uses very precise numbers, down to many, many decimals. The site seems to round it up way more generously.

I don't use SGTools much, but logic points towards SGTools being wrong. It's an unofficial addon to SG, after all.
Are you sure it doesn't simply takes a bit of time to update?

I was sure it doesn't need time. I clicked sync now but it's still the same cv. 239.69 on SGtools and exact 250 on SG. What could possible be wrong there?

The difference is exactly $10.00, that seems too specific to be a coincidence. (SGTools says $239.69, SG says $249.69).

Another question might be, why did SG move you up to level 5 if your Real CV is $249.69, when Level 5 (theoretically) requires $250.00 in Real CV?

This spreadsheet let you check your past and/or futur giveaways and give your exact real CV (if you fill correctly the data, specially the true value of game → USD value, not rounded).

SGTOOLS use a rounded value. Dark Souls III = 60$ for SGTools but real value (used by Steamgifts) is 59.99$

When price of game changes (often devalues), you can actualize your data to get your new and correct CV.

I don't have time today to check your SG account but I can later create the spreadsheet for you later if you want (you only got 44 giveaways).

In fact I took 10 minutes to recreate your spreadsheet. Here's the result:
You are exactly Lvl 4 with 99.8% completion. Seems SG considers you as lvl5.
Your real CV is 249,69 and yes, the error of SGTools comes from Dark Souls III. Real value is 59.99$ (I checked the other games).

But Dark Souls 3 value is 49,99, not 59,99. That's what SG points and SGtools cv says. Unless they both are wrong and it should be 60P giveaway instead an SGtools should say 59,99$ instead of 49,99$.

SG will never (anymore) give more than 50P for a giveaway. For example, your Clickteam Fusion is 50P. That's a maximum. But value of the game is more. SG consider your clickteam Fusion giveaway as 99,99$ and give you CV according this value (but it cost only 50P to user to enter).

Dark Soul value on the US market is 59,99$.

SG is right to tell your Dark Soul III giveaway is 50P and give you 59,99 CV.
SGTools is wrong to consider your giveaway give you 49,99 CV.
