already pretty solid ground for asking a re-roll, better yet if you sent them emails and they never responded.
Did they also win anything else recently? Could check their non-activated wins and such too.

He needs Steam client to activate a key, so if he didn't log into Steam client he simply won't be able to activate it. If he's been in such condition of unable to login to Steam client since 115 days ago, then I guess it would not be a good idea to enter giveaways.
Did you send them an email about they winning the gift after all?

its a gift and not a key. i have sent it to his mail. the gift is still in my inventory and it seems, he dont want to logg in and add me on steam and its also difficult to get informations from him...

Well no matter what happens - I wouldn't send it to any other steam account than the one listed here on steamgifts; that way danger lies :) - it might be that they want you to send it to to their alt account you see, and that is what they are trying to convey to you - but I could be wrong ! (I am suspicious by nature though - :)

the winner of my last giveaway is from russia and seems to have problems... sadly he wasnt active for about 115 days in steam so there is no sense in adding him on steam as long he isnt using steam. and he dont liks to answere... maybe its cause of my bad english and he might not be good as well (maybe even worse). but as there are many russian speaking people here, i would like to get help with him before i have to ask for the reroll.
