It says in the page it cannot be activated outside Brasil.

Nuveem is set up so if you can buy it from a foreign country, it can activate in that country, though now they have localized prices for many other regions. Only rarely will you be able to buy it with a VPN and activate it if it's not globally accessible.

According to SteamLocks, restrictions apply only to Japan and RU-CIS, so it should be possible (in theory).

I won't vote since I bought it and activated it like 4 months ago, so it might have changed since that time.

According to this it says it is a region free key that you get. You will may have to use a VPN to purchase it and I am not sure if there is a PayPal lock but if you can get to the point of purchasing the DLC, it should be a ROW key

Just like AboveAverageJoe said, you get a ROW key but you will have to use a VPN. Nuuvem is tricky to buy from, especially since Paypal can lock you due to IP and you will have to use verification info to unlock it. You used to be able to just use VPN to just put the item in your cart and then you could turn it off before you go into Paypal so maybe that still works. Basically the whole process is at your own risk, but I've had success in the past.

I have bought the Season Pass from a brazilian trader just before it went more expensive, and it was ROW. However I can't say anything about The Following itself.
